So what does unending mean? It recurs every turn or the plague is reshuffled into the deck?

So I've seen this a couple times since the rotation and I'm confused about how this can occur. I'm playing against an opponent and they're playing Rogue cards without being a Rogue and not having played any cards that would have allowed them to generate a random class card. It's as if they're using Maestra but that can't be possible since she rotated out and they're not revealing themselves as a Rogue after playing a Rogue card anyways.

Am I missing some card that's allowing this to happen or is this some sort of hack?
