Been watching a lot of twitch lately and pretty much none of the streamers or high skilled players (don't know if is correct to call them that) plays shaman.
Its mostly druid, warrior, warlock.
Can you even make it to legend rank with out legendaries and epic cards with shaman?
Shaman is great at control. Lightning Storm/ Forked Lightning/ Lightning Bolt/ Stormforge Axe/ Hex/ Earth Shock....they are all top tier control cards.
Fire elemental is also one of the best minions in the game as well. They can be tricky to play correctly though, overloading can really screw you over, and you have to use your removal very efficiently due to that.
As a shaman, you are going to need some heavy hitters to make it high, but few classes could make it to legend without any epics or legendaries. Hunter's probably can, maybe even paladins, but shamans probably not.I'm just going with my gut on this, so, I could be waaay off.

I doubt that you can get to legendary as any class without legendaries/epics. As for your question, I don't think Shaman is worse than Druids, Warriors, and Warlocks, it's just that the overload mechanic is tricky to master; as a result, most players don't bother.
I think Shaman is a solid class; Perhaps underplayed, maybe not mastered yet or undervalued by most players, but some shaman cards are as good as any others in the game. Fire elemental being probably the best minion in the game in my eyes. They have solid removal, plenty of damage potential and combo wombos options, perhaps lack a bit of healing, but their class ability is pretty nice.

Well there is a for a fact a class that can get to legendary with out epics/legends.
Reynard is playing it right now with only 4 rares.
I think he also did with a rogue deck, not sure though.
