For a card that is a staple in the best deck in the game (Darkglare) and in the 2nd best deck in the game (Handbuff Paladin), it is very fair to say that it sees a lot of play. Now of course Loatheb is a 'tech' card so if the meta shifts and there are very few Priests and Mozaki Mages, he becomes a prime cut candidate. However I cannot think of a point in time within the last year where Loatheb was not relevant as there are always some very popular meta decks that he can totally shut down (usually Raza Priest, in recent times all these APM mages, in the past also Maly Druid...)
Cult Neophyte was literally printed two expansions ago, which is extremely powerful vs spell-heavy (or spell-only) decks, Ogremancer is from the same expansion which is also decent. Finally we recently got Crossroads Watch Post, which noone has experimented with yet.
