It's not entirely comparable. Healbot's effect is unconditional. Both the effects of Reno and this card require conditions (having one-ofs which affects the deckbuilding process and playing dmg spells respectively). Therefore, since both require effort, you look at the effort it takes to get an effect. Comparing Reno and Healbot, they scale evenly. Comparing Reno and Hallazeal, Hallazeal needs (potentially) more effort (which I might have been wrong in at the time, yes, because AOE), while the benefit is lighter (that still holds up). But since what I said on first glance was wrong, I'll change my opinion: I'd like to try it to prove myself wrong again.
The thing is that you don't have to design a deck around hallazeal because control saman will use Elemental Destruction and Lightning Storm anyway. Reno is a card that you have to make a lot of sacrifices for. So they are not comparable either.
Seeing as Reno decks are, with the proper build, high tier decks too (maybe not in shaman, I'm aware of that, but we're now comparing in vacuum), I don't think alot of sacrifices had to made for Reno to be viable. Because Reno decks are very much viable, I thought the effort required to trigger Hallazeal would be greater, but even if it weren't (which it appears to be to me now), the benefit would be lighter (assuming you don't count the ED effect too since that is a separate card). But since the conditions are so much different, yes, it's not entirely comparable too. Healbot is just even less comparable to Reno because it has no condition (other than pay 5).

Reno costs one more mana. Reno restricts your deck building. Reno is not a threat for the enemy to kill.
Gosh, people discredit any new card unless it's retardedly OP (even those are considered trash). People just want stupid OP cards with huge immediate impact that they can abuse and will not be happy with anything.

Mana is not relevant since this card is not geared towards countering aggro (since it's slow). You won't want to play this card on turn 5 or turn 6, whereas you could play Reno on turn 6 and get a full heal (facing aggro). Hallazeal isn't not much a threat either; you most likely have played your spell(s) the same turn as Hallazeal himself (and healing is not exactly the highest priority on the list of things to remove from the board). Also, preemptively healing for full is better than conditional healing (using +2 cards and 6 or more mana).
That said, your arguments are still valid, what I said can't be absolute counters of course. I guess, on first glance, people like me are naturally inclined to see "Oh, effect is not as I had hoped, it's probably not that good then". Because I think this is not exactly what (midrange/control) Shaman needed to be a high tier deck, like it was waaay back when. I guess I was still hoping... for a specific (wrong) thing. Rash impulse, you could say. But taking a better look, yeah, this card could work, just have to try it (preferably with some EDs->wrecking some boards with style).

Yeah, I suppose it does say 'any damage'. Okay, thats cool. Could be better then, not sure, kindof dependent on opponent's threat density (and you would need turn 8 to cast ED or LS (or Far Sight hehe)). But has potential.
