So my launcher has always thought I play on EU servers. I get all the EU times for downtimes and prices in euros, but I play on NA servers by default. I know I am NA as I can message friends playing D3 and WoW where I was 100% NA.
P.S. I am in Australia so not sure if that confuses the bnet app.
Its not just now, this has been ever since I first got into HS beta last september. Usually a non-issue, but at times like now when EU is down but NA isn't its most annoying...
The launcher uses the region "locked" to your account, when it was created, to determine what currency you can use etc. This is not the same as selecting a region before logging into a game.
If you want it to be NA instead of EU, call support and ask them for a change. They will ask you for proof in return, and will change region permanently.
The account was created when the only Blizzard game I was playing was WoW on a NA server. I just logged in and checked and it has my country down as Australia.
I had a similar problem when I was using 2 accounts and my NA account got switched to EU, even my online battlenet balance switched from showing the $1 and change I have in my balance from Diablo days (less Arena entries) to showing a balance of 0 euros. I vaguely remember a Customer Service post where someone said switching language to English (US) helped them. Other people had to call customer service to get it fixed. What fixed it for me was just logging out of everything, cleared my battlenet login cookies and logged in fresh and my balance was back to USD. Then the battlenet client picked up the correct region and all my NA friends popped up correctly, etc.

I believe you have to show Blizzard proof of Nationality via official governmental ID. For example a picture of your Passport/Drivers License.
