Hello there, I'd like to ask a couple of questions and maybe share some thoughts regarding the grinding process of getting cards.
First off, I agree that legendary cards should not be that easy to obtain, and since this is Blizzard's game (I come from WoW, SC2 etc), and I know how big of an importance money is to Blizzard (yes, this is a subjective opinion, however, it holds firm ground).
Second off, the overall grinding process of getting gold is really painful for those who cannot invest their money in the game (I live in Bosnia with hardly any income), however, they can invest time. The entire RNG aspect of the game was really off-putting for me as I hate RNG in the first place, but since this is a card game, that must be accepted as a fact. However, I have opened numerous "packs" and whatnot, and got really crap for cards. Taking into consideration that I need to do a daily quest (last 4 days, I only had 40 gold ones) and get 100 gold from wins (which I succeeded in for 2 days, yet it still wasn't enough to enter the arena). I have decided to buy some packs and still got very bad cards, or just copies of what I already have, that I can disenchant for 5 dust. And it really has come to the point of me looking for help on these forums (I'm an avid reader, but don't post as much as people seem to claim everything is OP and UP at the same time), and maybe you guys can give me an advice on how to get more gold or how to get at least SOME rare cards.
For example, I look at the decks that are namely cheap and easy to get and I see that even if I disenchanted everything I can, I still wouldn't be able to afford 70% of the deck (not even counting the legendaries).
Another problem I have, if the game is already grindy as it is, why would you set a limit to how much gold you can earn per day, or the amount of quests. Sure, Blizzard wants people to invest money here, and I'm all up for that, as they made yet another awesome game, but shouldn't money just be a time-savior instead of a must-have investment if you want to play this game at any decent level? Or am I missing a way to get decent cards in this game?

Even when you can replace one quest each day? You must have pretty bad luck...
They put a cap on the amount of gold you can earn (other than via quests) because people were botting.
There isn't really anything you can do other than what you're already doing - do the quest each day (and remember that you can replace one quest per day to try to get one which gives more gold), and win enough games to get 100 gold.
As for you question. Well i think you should buy packs for 100g until u can craft a solid deck for your dailies and constructed play.
You should craft the generally good cards that work in most decks, like argus. When you got your first solid deck, just save you're gold for arena. it's not that hard as it seems. getting to 3 wins isn't that hard, and that usually gets you like 50 to 75 gold, which is solid, and with some luck you'll win more and earn more.
You aren't doing anything wrong, it's just how it is, slow grind if you don't invest alot of money.
But on the bright side, the more cards you have the easier it gets. Just use your dust wisely and craft the good neutral cards first, you will use them in alot of decks.
Anyways, add me ingame, i'll give you decks tip and advice and what not.
The most efficient way to earn gold (the least play time required) is to wait 3 days until you get 3 quests (try to abandon them to get the high value ones), then do arena using the class specified in the quests. That way you can complete multiple quests at once while getting gold for your arena wins too. At a minimum, make sure you don't go 3 days without completing at least one quest. I play maybe 3 hours of hearthstone a week (mainly just arenas) but I always have a lot of gold because I never miss a quest. Quest gold and arena gold can add up fast unless you're really bad at arena. A lot of times I end up doing arenas with only one or even 0 quests just because I have so much gold and I want to spend it. Yeah, if you're trying to build a legendary deck in your first week of playing you're not going to be able to do it, but if you're patient and just have fun and play a little each day, you'll find it doesn't take long at all to build up a lot of gold and dust and cards so you can make whatever deck you want, especially if you focus on just one class for constructed. The only real money I ever spent was on one arena run, and I've already crafted a golden Ragnaros and have a big collection of cards. Just stay with it, daily quests are the key.
If you have a lot of time, it's probably better to focus on learning arena. I only play 1-2 hours a day (usually closer to 2, sometimes more on weekends if i'm home) and already got like 100+ packs from it, and like 3000 gold, 5000 dust. Been playing since wipe, i think that's like 2-3 months.
Might take some effort learning in the beginning, but after that it becomes pretty strait forward.
I think arena is better in the long term. If you can consistently hit 3 wins, it's better/just as good that you played arena rather than bought a pack. Just make sure you put some effort into learning arena before you dive in.

Can anyone actually confirm that a 40 gold quest can be exchanged into a 60 gold one? I've yet to see that. It's been only 40 for 40 for me.
