Newbie question. I have got all the basic cards + Naxx cards and I bought several basic packs and expansion pack (6-7ish for each).
Right now I can't progress further for ranked plays (sitting at 16-18 rank) and getting destroyed in casual plays. I can only afford to run arena every 2-3 days using the quest gold reward. I don't want to spend any more money (already spent like $40+).
Am I at the threshold that requires better cards? To rephrase, Card vs Skills vs Luck, how much % for each faction to improve your game? 60%-20%-20%? I am planning to play this game every three days if so.
You can easily run cheap hunter / zoo / mage decks and make it much higher than rank 16. If you're stuck at rank16, it's your skill that's deciding that, not your cards.

Well, the three classes I play the most often are priest/shaman/paly. They are the classes I have the most class-specific cards. I guess I can give other classes a try. Some of them only have like 2-3 pack-earned class cards though.
I tried for a long time not to use anyone else's decklists, and hit a similar point before I realized it was my deck making skills that were subpar. After using a few more experienced players' decks and then eventually tuning them to my play style I have achieved substantially better results. Sometimes the trick is admitting your decks aren't as magnificent as you think they are.

I would love to use established deck, but most deck i found I am missing at least 10+ cards.
Like this one I just checked following thepoxbox's suggestion, I counted and there are 13 cards I don't have :(

I would encourage you to avoid the decks claiming they can get to Legend. Most of those require a substantial card pool. Sometimes it takes time to find one that has your available pool. Reynad posts some decks that can be built on a budget. Yes, even the infamous Zoo which, reviled or not, is a useful deck for newer players. Spend a couple hours looking at lists until you find one that suits your style and budget. it's out there somewhere.
This deck has a lot of possibilities for taunts, but if you need more of a wall against aggro, you could swap Yetis out for Shieldmastas. You could also go to 1 mark of the wild and 2 claws. The claws can help early on getting rid of turn 1 undertakers and the like. Wrath would be a HUGE addition to the deck (probably over claw), but I didn't want to add it because it's not a basic/naxx card.

I really only consider myself knowledgable enough about druid to propose a solution with that set. But how about something like this:

It uses only basic and Naxx cards. Has a good mix of spells and minions. Good curve. Some early removal. Try it out.

I am still getting crushed by the low cost minion decks. man they are annoying but efficient.
