Every expansion Blizzard gives us 1-2 deck recipes in the app per class. This is to highlight the new cards and synergies. They are not optimized, but are fun and interesting approaches to a class and archetypes. I actually found the dragon hunter deck pretty awesome and it got me tons of wins when it first came out.
So why not have a new game mode where we simply chose from the deck recipes the Blizzard puts out? New players can see how a classic deck play style works for each class since there is always one recipe labeled “Classic”. New and veteran players can also experiment with cards, new and old, before committing to crafting them for their own collection.
Blizzard is losing absolutely nothing from doing this, and we would benefit greatly. We might even spend MORE money on the game since we know that our investment is much less of a gamble since we know what we’re getting.
As for rewards, they could stay the same as they are now as it’s a level playing field. If doesn’t interfere with Arena since those rewards are WAY better in comparison to regular play modes. But I guess if Blizzard is afraid that this will deincentivize us to craft our own decks, then they could remove the rewards from this mode. Plus, it’s more of a peek at the new cards, as the recipes don’t include all of the new ones released.
The idea is kind of nice, but it would hurt Blizzard's business model by giving a place for new players to vent off when fruatrated of losing instead of pushing them towards getting new new cards and buying packs
Honestly, I love this idea but putting it on here isn't really gonna do much but have people say that they like or don't like it, so if you really feel confident about this idea go to their twitter and tweet @playhearthstone or DM them and maybe they'll listen and one day they might implement it into the game.
I would much rather enjoy a Sandbox Mode where for X gold/Y dollars (just like Arena) you get to build ANY (and I mean any, from Standard to Wild) decks you want to test out some archetype of your choice. After building that deck and LOCKING it, you'll get to test it for the whole day! It's fair to let you know that once the deck is locked, you can't change it. This way, blizzard will keep the economy flowing by giving us a paid way of testing decks, and since it is a strict time limit, ONE DECK testing thing, people will come back to it for some future testing. No rewards here I think, only the joy of using a deck you're curious about.
A new game mode would require Blizzard to put more effort into HS, and that's not going to happen I'm afraid. We are lucky to get a water down tournament mode sometime later in the year (or next).
I think this is how casual mode should be: All card are available to try, but we get no rewards. This would also stop gold farming with super aggro decks in casual.
Then what would be the point of buying packs? If you give the f2ps or new players a gamemode where they already basically have everything pre-made and available then whats the point of going back to their shitty old collection instead of spamming the blizzard decks?
Blizzard won’t do that because it would hurt their sales from casual players. Not to mention that Blizzard ALREADY HAS this idea. Its in the tavern brawl that comes out when a new expansion is released, the one where they let you try the new recipes for each class.

Prob a great idea but I agree with the previous comment. It will never happen because blizzard needs that sweet sweet dough.
