It's not 10000% confirmed but there's a lot of data, including my own, that suggest that the 'first 10 legendaries' matter is active but also affecting everyone, even if you previously opened packs before. We ARE seeing people where it's not working though so.. consider it a bit risky.
Well back on point: During my testing I picked up a a few legendaries I don't need (yay.. the beast.. ). Well I realized something:
1. The new system now will give you legendaries you havn't gotten yet.
2. That means if you need legendaries from a set but get a legendary you don't want, if you then dust that unwanted legendary you CAN get it back. If you DON'T dust it then get a new legendary it'll be more likely to be the one you want.
Result: Unless you need the dust RIGHT NOW don't dust unwanted legendaries. Let them sit so that you don't refind them in future packs, at least until you actually need the dust for something important.
This is only for legendaries btw. Epics/Rares/Commons don't have this element.
