PremiumMaintenance completes at 10:30 am PDT I believe, so probably then or shortly thereafter.

Seems ok.
The new sets don't typically go live overnight. After the maintenance is the best bet.
10:50~ sounds right. Me and my friend opened our TGT packs in class. Of course the servers went down many times, but I'm sure this time they'll be stable. Hopefully... Maybe not. We got them all opened within the hour though. Too bad out of the 50 I only got Aviana.
