I think it's kind of interesting since it's a situational removal. Pretty strong in Control vs Control matches. I guess you can liken it to a Ragnaros that can only target minions (which is alright) but with the upside of being able to attack at the same time.
About the drawback, I think it would actually need to be playtested before asserting if it's too little, too much or just right. On one hand if you're comfortably removing big threats with this while tanking face damage then you're probably already ahead, on the other hand developing the board while removing opponent creatures for 0 mana is obviously very strong. It would be interesting if the effect happened at the start of the turn to give your opponent the chance to take advantage of it but then the card would be unplayable.

As I said, changing the effect to the start of the turn would turn the card into garbage, it's just that it would be interesting to exist the possibility of turning your opponent's card against him much like the Felreaver.
Making it a 8/7 and Legendary appears to make the card more balanced but if the effect turned out to be on the win-more side then leaving it as it is and just making it a Legendary would be ok, i guess.
