As in most of the cases when it comes to "similar but not really" cards it depends.
If you are virtually guaranteed to draw the second half of the forgotten torch the card is pretty good. You got 9 damage for 6 mana and 1 card slot (the 1 card slot is very relevant when games go to near fatigue (freeze mage style)).
If you don't draw the second half you are left with a 3 mana frost bolt that doesnt freeze wich sucks. So if you are playing a fast deck that focus a lot more on the early game rather than the late game (tempo mage) fireball is probably the way to go.
Most cases, fireball. Typically you run fireball if you want the game over as soon as possible (tempo/aggro/mech mage)
Forgotten torch is better in Fatigue and Freeze (as you can get a "cheaper" fireball if you draw far enough). It's also a relatively equal alternative in general, so it has a place in Reno decks and Arena.
Basically comes down to aggro and midrange versus control style.
I don't think Fireball is the right comparison. It's rather a targetable Flamecannon that can go face, deals 1 less damage for 1 more mana, but shuffles a discounted Fireball in your deck.
If you run 2x Torch and Antonidas, you can take Fireballs out of your deck because you generate them during the game. Which is awesome because there are so many 4/5 mana options for Mage decks now.
