Some of the Legendary cards are just pure troll. Like Tinkmaster, it's been played against me nay times now, cheers for those Devilsaurs. Pagle too, from what I've seen, his hit rate is a LOT less than 50%.
When you have cards like Gnomish Inventor and Novice Engineer who at least guarantee a draw, for cheap. A couple of those in your deck will probably net you more draws than a pagle, who often dies before ever drawing.

Tink is no troll at all,it's a very strong legendary,and neither is Pagle,he is OP now...
While it's true that Nat can sometimes draw 0 cards, he will almost always be a sort of high priority super taunt that the enemy really wants to kill. This can help establish a board presence with other cards.
So much meta at the moment relies on card draw that Nat is invaluable in many decks. With such a limited card pool it's natural that certain aspects of the game will come out as either weak or strong and not shades between. It's about drawing those cards first.
Nat is really hot now, and he'll continue to be important. However, his "must have" will most likely diminish as we get more class cards and proper expansion sets. He's not overpowered and there's no need for a nerf, but he'll get overshadowed as a 50/50 draw at 0/4 by more useful mechanisms for card draw down the line.
