I find myself thinking about the 2 choices in a lot of decks for the 3 drop slot and I'm not sure which one is strictly better! Even in a deathrattle deck I still sometimes think that Spider Tank could be a great value drop that cleans up other 2 Mana/3 Mana drops while still living.

It's a good question, but for me it comes down to the deck I am playing.
If I am playing a tempo/aggro deck I use the Spider Tank, as by itself it's usually a 2 for one and has just great all around value. It gives you card advantage and with other good value trades helps push your opponent into top decking quicker.
Harvest Golem fits better into slower control decks because you need the extra stickiness to help you reach mid/late game a little better. It can give you 2 for one trades but quite often its not the best attacker because of its 2 attack which has a very hard time with a lot of common minions like Acolyte of Pain, Northshire Cleric, Buffed Undertaker, etc. But when combo-ed with other removal skills and hero powers it is harder to remove.
In the end they're both pretty equal, but Spider Tank has a better chance at 2 for 1 because Harvest Golem usually just ends up damaging and not being able to finish off many minions, and you don't start seeing many 4 attack minions until turn 4 or 5. Harvest Golem is just a little more sticky, lasts on board and protects from AoE a little bit better.

Harvest Golem is my man! Stickiness is way more relevant than just above average stats. Maybe if you're playing a Mech deck you'd prefer the tank, but most decks would rather have a greater chance at 2-for-1ing their opponent with their 3-drop.
OP asked for overall, so all specific situations aside, the Harvest Golem is the clear winner. 4/4 in two bodies with a deathrattle versus a 3/4 in one body vanilla. I would only play Spider Tank if I already have 2x Harvest Golem and either 1) playing a mech deck or 2) nothing better for my 3 slot.

Depends on deck - mech mage = tank, zoo = harvest.
