When your priest gets the Northshire Cleric in their starting hand and the enemy drops a low-attack minion (say Paladin's Silver Hand Recruit), how many times should you attack-and-heal your Cleric? Do you keep going until you have to react to the enemy hero's moves? On turn 2 and 3, if you have 2-3-cost minions, do you play them, or heal your Cleric? I've done it both ways and neither so far as proven detrimental, but I figure if a Cleric is on the board it should be used as much as possible, yes?
On the other side, when playing against a priest that drops a Cleric early, how long do you go without attacking it? A couple times I've tried not to hit it or even drop a minion that it could attack until I know I can one-shot it, which usually backfires because of course I didn't get the right card/s. But smacking the Cleric without killing it just helps the priest.
I've only been playing priest and paladin for a couple months now, still working out all the intricacies.
I am no pro, but I can give you my opinion. For your first part of your question, I definitely think you should bang out those small life enemy minions and draw cards to utilize your Cleric as much as possible. You need to think a few steps ahead, example: You are not only drawing a card from the silver hand, but you are also getting rid of that recruit as to counter the Pally from buffing it in the very near future.
You are basically hitting two birds with one stone so to speak. As for the second part of your question, NEVER EVER drop a cleric against another Priest until you have other minions on-board that you can heal on the same play. 9/10 times ( even if you think you're safe by buffing your cleric with PWS ) your opponent will have SWP in hand.
If a Priest drops Cleric on turn one, you just ignore the Cleric and go about your business. Meaning summon your recruit, because do not forget that sure the Priest will draw a card, but he is also spending two mana and hisd wholer turn drawing that card. This meta is far different than the meta's of old where Priests do not have anything to do until turn four. They have plenty to do! Make him waste his turn!
Mage: If they dropped a Mana Wyrm or Babbling Book, RAM THAT SHIT. Even if they dropped the Wyrm first, you have a good chance that they can't make it a 3/3 on their turn, and even if they Frostbolt your north shire, thats a crisis averted against your face or a big minion later on.
Shaman: If they hp after you already dropped northshire, remember to hit it if its the Healing Totem, thats a free card and sometimes ppl overlook it. Searing Totem is a good trade too, because if they're hunting for Spell Damage it makes it less likely, plus you can still profit with a free draw.
Priest: MikeDean explained it pretty well
Warrior: They won't want to Execute a Northshire so you should be fine trading stuff unless you get unlucky with Slam
Rogue: Again, you're usually free, you're better off racking up some cards so you can deal with the bs that is to come later
Same goes for Pally
Hunter: Can use Northshire to their advantage to buff up their stuff or kill it quickly, if you can get in a good trade id go for it, but don't expect for her to stay around
Warlock: Can screw up a Northshire pretty quick, so id suggest trying to get value out of her, even if it means she'll die next turn (because either way she prolly will)
Druid: Can grow out of control pretty quickly, so if you can, do the same as warlock, but also have a plan if they start to drop stuff that your shire can't abuse.
This is all from my experiences with playing her, there really isn't a right or wrong, but when I play her this way I feel like I get most of the value out of her.
If I'm playing Control Pally, I'd rather give my opponent tempo than card draw, so I refrain from Hero Powering until I have something that can take out the Cleric in one hit with. However, if I'm playing Midrange or Aggro Pally (I like my Arthas skin, okay?), I prioritize tempo over value, and work to develop the board.
Today in my free brawl pack I got Barongeddon, then I had a cup of fresh green tea. As a result of that, I think Priest is OP because my keyboard is not a mechanical one. I hope Blizzard will address this issue.

Re: priest vs priest, yeah, makes a lot of sense to save that Cleric for when you can use it -- same goes for it popping up later in the match.
