Everyone says this is for mill decks, and they're not wrong, but if it was really intended for mill decks, ideally it would have less attack, more health, and draw a card 100% of the time. It's more of a tempo card if anything. Could be good in Evolution Shaman, because it's likely to live longer than average 2 drops, it doesn't have attack restrictions, and you can evolve the drawback away. I opened one so I'll give it a try when I get around to playing that archetype.
This card has won me so many games already... unfortunately didn't unpack it, had to craft it.
What deck are you running it in?
I use it in Mill Rogue, Fatigue Druid, Fatigue Warrior, Fatigue Mage, Fatigue Priest and Fatigue Paladin. When an opponent takes 10 fatigue damage and then Nat swings in for 11, you'll see how insane this card can be.

The 2\4 body makes its great in mill to help battle aggro decks, the draw is just a bonus for mill decks. It's a auto include in mill rogue IMO.
