This change seems really interesting ! I wonder what will be the variance of deck values ? Will some decks have insanely more value than others like with current system, or, since value can now be "controlled", will this be more balanced ?
Hunter's new card is strong but not OP. It's just a slightly worse effect than ShadowForm, costing 1 less (thus better than ShadowForm).
Shaman card, on the other end, is completely OP. You clear the board and refill it in the same turn, so the overload 10 is not a big deal.
Rogue card would be OP in constructed, but seems pretty fair in arena.
Warrior's weapon seems OP.
Druid's card is awesome value with good battlecry, but so sloooow, so I have mixed feelings about this.

Take all arena data, for each card get all decks that ever included that card and calculate the avrg. winrates of decks with that card. Put cards with similar winrates into the same buckets and always draw 3 cards from the same bucket.
Would be my approach. With that giant amount of data, there is basically no variance left

and then it ends up blizzard was too lazy to do that so they just chose the powerlevel of what they think themselves are on the same powerlevel

So, what do you think about these changes? As for me I approve them, but some of arena-only cards seem to be OP, especially hunter's one.

Ozruk can be alright if you have drafted lots of elements and Voraxx is alright if you have drafed lots of buff spells - Nat Pagle suck tho.

Mage and Priest are very difficult to juge...
