So I recently got my wife to start playing Hearthstone and she just got Jaina to level 20 to make her eligible for Tavern Brawl.
She can't play this brawl.
She tried to make a shaman deck, but after putting every card she had available in her deck, it was only 24 cards. Her other classes had the same problem. Nice job by Blizzard to make sure new players feel included.

I don't understand the complaint here. It's not at all restricting, if anything the rule is something of a trap to trick you into filling your deck with cards you can't play for seven turns while your opponent smorcs you in the face with all of his low mana cost spells and token summoners, laughing at you as you pray that you're able to draw into a board clear you don't have because who needs board clear when single target death spells would be so much more effective against all the big dumb things that are being thrown at you?
Your wife was not being restricted because of her cardpool. She restricted herself through a bad understanding of the rules. Don't have the cards to just mindlessly spam giants all day? Then just stab your opponent in the face with tokens and burn spells until he hits the concede button once he realizes all those giant legendary cards are worthless when you have lethal on the board and no intention of stopping said face stabbing.

But she is restricted. If you don't get any 7+ cost cards from packs or buy adventure wings instead, there is a possibility that a player with a lvl 20 character is unable to play the brawl since they might not have 30 cards to chose.
I understand your complain, but understand as well most people here not caring too much about it.
Unless she dusted every single card that don't fit a specific deck she playing or doesn't even do dailies, until reaching level 20 she have some common cards to complete a deck (my brother had even before reaching level 20). If she dusted everything she wasn't using and doesn't want to craft anything to participate, well, it was her choice.
I don't feel Blizzard is obligated to make every single tavern brawl completely eligible with only basic cards.
People here as well doesn't feel new players excluded in almost any decision Blizzard made, and losing one single brawn is not "Horribly discriminatory" as you stated.
Blizz should probably do something to ensure that everyone who qualifies for brawl can participate. I got packs on my F2P accounts, but it was tough and no, I couldn't build a deck with just any class. Here are my suggestions:
If they are going to limit the build pool (which I think is really cool) They should autofill decks which can't be completed with random cards from the game. For example this week if you only had 24 shaman cards they should have filled in giants, boom, majordomo at random to allow you to play. Give the new guy a break.
For weeks with constructed decks, award the pack for simply participating in the game, win or loss. This eliminates the F2P disadvantage in terms of rewards.

I'm gonna go ahead and post this over here too for people saying just play a different class to the new players. There is literally not enough basic cards for any class to play this brawl. The class with the most basic cards for this brawl is Druid at 26 cards, 9 spells 4 minions. If they had lowered the minion cost limit to 6 then everyone could play this brawl, well actually not every class, but it's like they purposely didn't want new people to play it.
Well, if you don't get to play... you aren't missing out. This was an awful brawl :/
