alot of the times i watch streamers like kibler play priest and for example if he has 2 mana left on like turn 3 he just doesnt play it or doesnt play shadow word shield if he has 1 mana leftso yea i get that he might want to save shadow for elise but then like 2 turns after he just plays it or in the case of shield he plays it later and without lyra why is he doing that?
It's usually incorrect to play it early. You don't have enough information. The power of Shadow Visions is that you can play it the turn before or on the same turn you need a specific answer. Whenever I play it without knowing exactly what to get, I usually regret it. And yeah as you said, Elise value. That only matters in certain matchups though. Knowing the meta well and how Priest stacks up against different decks is half the battle. For instance do you search for Dragonfire Potion early against aggro Druid and hope to survive up to that point? Or do you go for an immediate answer? Making such decisions usually comes with experience.

This. If you're playing Shadow Visions just to use up your mana you're doing it wrong. You should always know exactly what you're looking for, and maybe even have a second pick in mind in case of a miss.
In the case of PW:S - the answer is probably a lot more situational. If your minions don't require a +2 health to survive something you suspect is going to happen on the next turn, and you don't need to dig in your deck for a specific card, then it might be best to hold on to it for a bit. It really comes down to knowing how likely you are to need it for some specific situation. This is doubly true with PW:S in Miracle Priest since its part of your win condition (i.e. Health Buffs + Inner Fire) - you want to be careful about how you're investing your health buffs because you only have so many of them.
Another example is say you're playing Silence Priest - you generally don't want to play Silence/Purify on your Watchers/Razorleafs the same turn you play them unless your certain they can't be removed, or you really need the card draw from Purify, otherwise you might end up wasting not only one of your best minion, but one of your limited activator spells.
