Wauw, you just called EU Standard ladder not Shamanstone at two ranks over 20 games. While I do not see that many shamans either on EU side, there definitely is a higher amount of mid-range shamans than 1 in 20 (or 5% as you claim it is).
Edit: just to add, last year, it was reported there were 30 million Hearthstone players. For 20 matches, assuming they were all unique, you met 20 people + yourself. 21 people in a pool of 30 million or 0.0007% of the playerbase you played against.
I rank high and I haven't seen a single shaman lately. not a single one!!!
It might be because I play shadowverse, but I'm not sure. I'll have to look into it

Rank 12, it's all Shaman here. 7 shamans in a row, I started teching my shadow priest with anti-weapon stuff and more AOE to have a chance.
EDIT: 4 more games, 1 Zoolock and 3 Shamans
