They are specifically packs for the current expansion (Festival of Legends), the previous expansion (March of the Lich King) and the one from before that (Murder at Castle Nathria).
Now, it will be hard to top getting 40 packs for 20 bucks, and because of the amounts of packs, if you have not opened packs for Festival of Legends, March of the Lich King, or Murder at Castle Nathria, then you have a guaranteed Legendary card from each of those expansions, due to the guaranteed Pity Timer for recent packs (i.e. you get a guaranteed Legendary in the first 10 packs).
So, it's up to you. It's a good deal, you won't get TITANS cards, but depending on what you opened, you can expect 3 legendaries.

What I have accumulated from rewards and gameplay so far is about 11 packs of Festival cards; along with 25 cards from completing the Lich King Prologue (including one pack, I believe)?; and a handful of cards from Castle Nathria.
Included in the Festival cards were 5 (!) (?) legendary. Also, one golden uncraftable rare that I may have earned on the rewards track.
Based on your comments, I will probably spend my money on Titan. I have dust saved up which I could use to craft some desired cards, after I get my feet wet and figure out what those are!

Might be worth then to spend your actual $ on TITANS, and some of your initial gold on buying some March of the Lich King and Nathria packs to get the pity legendary. Voyage to the Sunken City packs too if you have not already. Never know what you might get!

If you have an amount of money that you want to spend, this is arguably a pretty good shot if your collection isn't the largest. Sure, Titan packs will be worth more, but they will also cost more and probably still require older cards for their good decks.
If you are having fun playing with the cards you have now, you might as well wait :)

Is this a good deal and or should I put my money toward the Titan pre-purchase?
If I purchase this, and don't open the card packs until after the new expansion comes out, will these cards contain some of the new expansion cards?
