Card Pack Changes Coming - No More Duplicate Legendaries
There are a few changes coming in the future, that are not yet live, to how we obtain cards in packs.
These changes will go live with the next expansion.
- No more duplicate Legendary cards. Once you've crafted or obtained a certain card (gold or normal), it isn't possible to obtain again until you've earned all the legendaries from a set.
- You will get a guaranteed Legendary within the first 10 card packs of a new set.
- It will not longer be possible to open more than 2 of a Common, Rare, or Epic card out of a single card pack. You can still obtain dupes in other packs of course.
Ben Brode states in the video that the team is "super excited" about the changes in "the context of our next expansion". It sounds like we may be getting some pretty awesome Legendaries and we won't have a repeat of what happened with Un'Goro.
- If we get another 50 card pack pre-order, that means you'll be certain to get 2 Legendary cards.
- You can buy bundles during the sale, and if you delay opening the packs until the new expansion arrives, they'll benefit from the new system. (Source)
Additionally, a special promotion is going to be run starting soon which will increase the number of packs you will receive when purchasing Un'Goro Packs.

Starting with the release of Hearthstone’s next expansion (but applying to ALL Hearthstone card packs), every time you open a Legendary in a card pack, it will be a Legendary card from the same set that you don’t already own. Once you own either the golden or non-golden version of a Legendary card, you won’t get a duplicate of it until you own all the Legendary cards from that set. Soon, you’ll be able to craft a Legendary without the worry of opening it in your next few packs!
In addition, you will never open more copies of any card in a pack than you can use in a single deck—no more opening three or more of the same common, rare, or epic card in one pack!

Blizzard so greedy! j/k they're giving us a huge boost here. I wonder if the haters have a way to spin this negatively.

They already have. It's confirmed if you have, say a regular Cairne Bloodhoof. No matter how hard you try, you won't be able to open a golden version of Cairne unless you disenchant the original. -

Basically yes. Blizzard is trying to counteract this mentality by running the Un'Goro promotion

Okay so what about all the duplicate legendaries I already opened and dusted? Shouldn't I get 1200 dust each?
Obviously whining because this is a good change but I feel like they're only doing this in response to all the whining that came out of Un'Goro. Based on this I'm pretty sure Blizzard owes a lot of players a lot of dust.
Basically a slap in the face to anyone who's ever bought a bundle and opened only duplicate legendaries
Why do they owe us? This affects all players, people who got enough legendaries from pack opening and people who got too few. We all benefit from this, so why not?
Blizzard: "Here's a free slice of pizza."
Hearthstone Community: "Give me two slices of pizza, because you didn't give me one yesterday."
Things that should have already been in the game that greatly affect the turnout of money spent on the game. How would you feel if you gambled thousands of dollars on a slot machine and never won the jackpot then one day the casino announces that the machine you spent all of your money on will now only pay out the jackpot? (obviously ridiculous but an apt comparison)
I'm not saying this is a bad change but after the game being out for almost four years its a bad change if there's no retroactive changes. It basically says I should never spend money on the game because one day my money will be more valuable in the context of the game.
The biggest deal to me is no repeats on commons and rares. This means you should only need 35-40 packs to get a complete set of commons and rares for most expansions, that is awesome!
You read it wrong. No more, than 2 duplicates in one pack. But you can get 1 card in 40 packs every time.
Dont think it will help much, I mean how often do you get more than 2 copies of a card in a pack?

Best news of my life. This is a big incentive to buy packs for expansions you already own a part of. I'm missing a ton of key classic legendaries, but never wanted to buy packs in fear of opening one that I already crafted.
