this card is not an elemental itself so I am not sure how good it actually is

I think the conditional of an Elemental played makes up for the powercreep over Sen'jin, even if it is likely that this goes straight into a Tempo Elemental Shaman deck that relies on triggering Elementals anyway.
well, if you play it in the proper deck, it's a better senjin. if not. it's worse than sen, and can sometimes be that bad anyway. that's a fair balance I"d say.
