Not that it's actually good but the 1 drop that gives you back mechanics can be respawned thanks to this so that could lead to some high value situations.
I'm just imagining the salty Paladin/Shamans when Horn gets frozen three turns in a row. Is this the first weapon ever that can freeze face?
Freezing face doesn't seem that powerful against pala, since their taunts are easy to exist. Shaman is probably more annoyed since I don't remember them taunting a lot unless they play a monstrosity "Highlander" deck filled with Titans.
The prosthetic hand only being applyable to mechs and undead has some weird lore implications about prosthetics in Warcraft.
That weapon is sexy
Again three really solid cards I can see all of these being played in current pretty good decks.

Yup. That's another power creep.
Mostly, but the initial Silver Hands aren't Undead, which might be an inconvenience for DK, and the Ghouls are worse for Paladin. Also, if you want to limit the number of Deathrattles in your deck (when using Boneshredder), Reborn is the better mechanic.
it is the better card in most cases when you only care about stats, and the worse card when you are trying to build something more specific, in which case you probably wouldn't use either.
So... yes, it is better.
