Just wanted to let anyone still in the dark know, everything is back to normal. You can concede at 15 or below, there is no longer a turn requirement (i conceded on turn 3)
I don't know if the new system is a bug or silent update in the latest broken patch. But conceding at 15 or below health, does not work anymore. It has worked like that since 2014, so please Blizzard, at least tell us what the new rules are so people can stop wasting their time clearing quests.
So, my favorite 100g quest of playing 50 murlocs is gone and the problem was that it was unpopular? Wow... I didn't know i was the only one that got as happy as if it was my birthday when i saw that quest. Also you are guaranteed to get a 50g quest when you reroll a 60g one? Okay...
Also a hidden change i found out with a friend: if you concede bellow 15hp you don't complete "win with a class" quests while playing with a friend anymore, looks like you have to go down to 0hp (but looks like you can concede if you played -a lot- of turns already).
I noticed this too, that conceding below 15 health does not complete win quests. I really hope this is a bug and will be fixed, because a lot of people play against alt accounts to finish those quests.
EDIT for new December Expansion: Since many people said they liked the idea last time around, this is just a heads up to skip the card reveal at Blizzcon tonight if you want to try going blind this time around :D

Please fix it so we can concede below 15 health in friendly matches to trigger win quests, the way it has always worked before.

I thought it was a regular android software problem, and not hardware related? I am using my A70 which cost 1/3 of Note 9 and no crashes.
