I would say even though Dr Boom is more versatile and can be used in more decks Jaraxxus is 100% key to ladder effectively with handlock. So it completely depends on your goals. If you want to get a high rank with handlock go Jaraxxus if you want to be able to play with more decks and have fun that way go Dr Boom (I personally use Dr Boom in 4 decks and have a handlock deck where 9 out of 10 times i pull alex if i had jaraxxus i probably win those matches instead of lose them due to his versatility)
