Every day I'll submit 21 Hearthstone cards, and people will vote on which they think is the best designed (mechanically, not artistically).
Any card that gets more than 4.76% of the vote will advance to the next round.

Lock and load will be in day 3's poll. Every day I'm doing 20 cards, and spitting the class in 3 days of polls. The winners from the 3 days will move onto a class finals.
To make the grand finals have 16 cards, I was thinking of doing the 9 class winners and 7 neutral winners.
I'll do a poll with 1/7 of the neutrals each day, and only the top pick will move onto the grand finals.
Does this sound the most fun and fair? The other option is to have 2 rounds for neutrals like I've done with the classes, and advance 5 from each of the 7 prelims, to a neutral finals, whereby the top 7 of the 35 move onto the grand finals.
