I'd say turn 7 EARLIEST. Mostly 8-9 though. I might be wrong here, though, but if you can control the board, it's usually best to discount to 4 or less mana, so you can play both at the same time.
Thinking it may be just two late game drops, but by then you may have the game won. Thinking from an elemental shaman/evolve shaman perspective.
FWIW - HSReplays compiles stats for every card in the game. Devolve is currently among the worst cards currently seeing play in Token Shaman. It has a "win-rate when played" of -11%, based on over one million plays. It's a relatively high skill-cap card - plenty of people will simply burn it for no reason, when a better play is to hold it until you can combo its effect with a board clear. In any event, it seems like a very odd choice for a nerf.

I'd say about 90% or higher. I don't craft garbage cards just to complete a set.
