Wait till all the cards are announced, figure out what classes you want to play and buy the wings that have the cards you need now, its possible you can skip the last wing or 2 and sink the rest into classic won't know for sure until all the cards are released though.
Xaril, Grom and Al Akir are all very strong in there respective classes just depends what class you want to play the most, Shaman probably having the highest win rate atm out of the three right now but that's subject to change, Gormok is worth noting if you want to play Zoolock but for me personally I would craft The Black Knight as he's in meta right now with druid getting a strong taunt as well as the C'thun related Legendary and some shamans running thing from below, not to mention its a neutral that you can put in all your decks

@TrollShroud With the logic that drawing 3+ cards on 2 mana is balanced because.... it brings the deck closer to fatiguing, you could agrue the balance of pre-nerf Auctioneer or Buzzard, logic is self-serving and flawed. Card needs nerfed and blizzard has a record of nerfing cheap card draw. Recall Auctioneer and Buzzard having conditions to be met (playing beasts/spells) and it didnt stop them from being nerfed.
@Icebox, well you have most of the essentials so unless you wanna branch out into shaman which isnt doing to well right now I'd suggest either Gormok the Impaler Or Eadric the Pure both of which are great cards in different archtypes of pally.
Personally, If I was in your position, I would buy all of naxx, the first wing maybe 2nd of Black rock mountian, then either sink the rest into classic packs or Arena. Arena has more potential value quanity wise for somone starting out, assuming you can average 3-4 wins each time since you can make some gold back and do it agian, but as a beginner you'll more than likely find alot of your quality cards for the different archtypes you plan on playing with the exception to something like mech mage, lie in the classic packs predominantly and arena has a tendency to give you random packs, so in that respect its up to you, assuming you can land the averge 3-4 wins in the first place ; ), GL, hope I was able to be of some assistance. (Also you really don't need the last wing of naxx unless you intend to play druid)

If you wanted to strengthen the 2 classes you currently play Cenarius and Al'Akir would be good picks but keep in mind Druid doesnt NEED Cenarius to be competitive, and while shaman needs Al'Akir a bit more, Shaman in general isnt all that strong atm, Alternatively if you wanted to give Midrange Zoo a shot Malganis goes great in the deck, I would stay away from meta cards like TBK for now and really slow cards like Ysera, and I don't honestly see Leeroy as a priority craft since he's really only used in some face hunter and mech shaman variants which can easily be viabley replaced. Antonidas would also be a solid option if you wanted to play mech mage agian which is strong versus Secret pally, but keep in mind when the meta changes mech mage could be unplayable agian. Wouldnt craft Jaraxxus until you have all the giants required to play handlock... If it was me.... I'd craft Malganis
Liked where the OP was going with that on his first paragraph, thought for sure he was gonna suggest a battle-rage nerf, would seem appropriate considering most of the other cheap draw cards were nerfed, would make getting emperor a bit less consistent as well since you can only put one of him in your deck, then balancing PW any further could be handled easier with new card releases that simply dont benefit the deck if necessary.
Would also like to see Earth shock buffed to 2 damage, imo its one of the cards that sets shaman apart from the other classes but one damage isnt impactful enough with power creep on minions anymore, card would be fairly powerful admittedly but every class seems to have a couple above average cards and I would hate for shaman to be "generic", think we should add it to the list of value shaman cards like flametongue totem.
Out of the neutrals TBK is the clear winner imo, more relevant than harrison ever since naxxramus, still a meta card though, Bloodmage while good is just really low impact for a legendary, still a great card but no need to craft it right away. As for the class legendaries, the cards you listed are very important for each of those classes Shaman Priest and Handlock. I'd personally craft those first, whats the point in having a meta card that makes your deck stronger in certain metas if you dont have solid deck to put it into, or maybe you do idk, thats how I see it though. I'm a personal fan of Al Akir but it should come down to which class YOU enjoy the most, GL!!
Need to be able to clear taunts better, I would -1 UTH -1 Dr.Boom In favor of an additional owl and maybe a hunters mark. Now if you make those changes your curve is gonna shift, in which case you may wanna consider - 1 trap (if its druids were teching agianst we'll keep the freezes) and -1 knife juggler in favor of 1 or 2 loot hoarders.
Also may I ask why the clockworks instead of leper gnomes?
