Even outside combo matches the effect is pretty useful. For example, you can make a Warrior waste a Brawl or a War Path, you can make people waste removal on their own minions or face, you can even make them use their buffs on your own minion or waste a mass buff on an empty(ish) board. There are moments where it'll backfire, sure, but overall I'd say this card is very much worth running in any control deck.
Probably one of the biggest surprises of this expansion for me. It even gets better after you activate Dr. Boom since it gets Rush on top of that battlecry, and the fact that it doesn't target mechs is a pretty big deal too. I liked it so much that I'm running two on my Odd Control Warrior.

Seriously though, I returned back when Legion came out because it looked REALLY good to me, ended up going into a pause some time ago due to college, but I'm not really considering going back right now. Somehow, I have a bad feeling about Battle for Azeroth, but only time will tell.
A deck that runs Deathseer in 2018? Pretty interesting.
The Pagle inclusion is also pretty interesting, since I faced a Shudder deck the other day that included him, which left me completely puzzled. He wasn't running your list though, looked more like regular old otk Shudder, just with Pagle.
I think it's more effective than you give it credit for, deck builder. Only lost one so far against big priest, and that was only because I was careless. Pretty close too.
After testing it in adequate decks for it (Mill Lock and Miracle Rogue), I can say I regret ever calling this card useless. It's not meta defining in any way, far from it, but it performs extremely well in a few decks.

Because rogue already has a kidnapper and mugger fits the rogue thematic better than recruiter.

Not as good as Dörty. (Although it has that auto-win potential if your opponent gets Jaraxxus and you're running Sac Pact.)

Actually played against this version at rank 20 on my alt account. Still won, mostly due to the fact that I was playing Mill Rogue.
