Just wait a couple weeks until the other wings are done. Then you can create a full on dragon list without having to include a top end card that doesn't fit.
My blanket statement on dusting legendaries is: Don't do it. It's not worth the 400 dust. You never know what new decks and cards may bring. I think all three cards mentioned are borderline playable in certain decks. And could be strong in the future. I've actually played a few Beast Druids in the last couple of days.
Regarding the class legendaries: I have Cenarius. He's a pretty strong card in combo druid because of the instant board presence he provides. He can also create another win condition with his +2/+2 dynamic. 5/8 is tough to kill.
I play a lot of control Shaman. Al Akir is a killer finisher with Rockbiter and or Flametonges in play. Provides you with instant burst. Neptulon is a lot of fun. But he is only good in long control matches where you can play the murlocs he provides. I would craft Al Akir first.
That being said, the deck actually takes more skill than other decks like Mech Mage, paladin and druid because you need to think multiple turns ahead. The issue with the deck is that even bad players can get good win percentages because of the way it plays.

Shaman is a rad class. But there are a couple of underlying issues that hamper it's effectiveness. Having a random hero power will always be a drawback. And the class cards are tilted towards board control and trading which means it plays slow. The current meta is way too fast for it.
Right now control Shaman can hold it's own against other control classes but it gets wrecked by Face Hunter and Zoo. Mech Shaman is good though and can outrace Face Hunter if you get the right draw.
I think Fireguard Destroyer is going to be a rad card. And I'm going to be testing a Dragon Shaman when all the good dragons are released.

The deck takes advantage of a bunch of slightly overpowered poorly designed cards that really shouldn't be in the game like Knife Juggler and Animal Companion. Combine this with a hero power that's just a little too good and you get a deck that's zero fun to play against.
I get why people play it. But when you play four or five Hunters in every ten games it's bad for the game.
I've played Gazlowe extensively in both Mech Mage and Priest and unfortunately he's not that great. Sometimes you get great mechs like Foe Reaper. Sometimes you get junk like Alarm-O-Bot. The main issue is having the turns and the mana to make use of them. His stats are really bad for the 6 mana cost.
He's basically a 7 mana 3/6 that plays a spare part and draws you a random mech. And that's not a strong turn.
However, I would not disenchant. Not worth the 400 dust. And he's fun to put in a casual deck and goof around with.
Don't disenchant legendaries. The 400 dust is nothing. Greenskin is actually very good in weapon's classes. I got rekd by a Pirate Rogue that used him to buff Assasin's Blade. Sick.
Target Dummy is a terrible card. If you actually want to play Murlocs it's better in Warlock where you can draw more cards. Obviously you need the good Murloc's (Murk Eye and the War Chief) and you should play Coldlights.
I think you have conflicting deck themes here. You're running a lot of control Shaman staples and then Malygos and then lots of overload targets. If you want to run Malygos you need to commit to more spells (Crackle, Lava Burst) and figure out if you can stall long enough to drop Malygos and blast the face with enough damage.
You're also imbalanced. Too many big threats. Not enough early game.
If you're running two Soulpriest, you have to run two Circle of Healing. You also should have two Injured Blademasters. They are your best Ressurrect targets. I don't get running Shrinkmeisters without Shadow Madness. I also think two Facelesses are pointless. They're best for super greedy ramp decks that run Rag or Ysera. But this claims to be midrange.
Why the BGH that can only hit +7 health minions when you could run Shadow Word Death and kill anything over 5 including Emperor Thaurissan.
Have both and use both. Voljin is a very strong card in control Priest. Great for trading and very useful. But not nearly as fun as Gallywix. I think the Trade Prince is pretty underrated. He's got great stats (5/8) and makes your opponent hesitant to cast spells. When I've been able to team him up with Emporer Overpowered it's been GG all the way.

Looks good. Most decks run Shredders over Violet Teachers. And you should sub something in for Toshley. Azure Drake for card draw. Maybe a Belcher.

Archmage Antonidas is a great card and a must have for Mech Mage and some Tempo builds.
