Personally I don't think that Lazul's Scheme makes much sense because The ability kind of caps at 3, because of board size. The schemes are meant to be cards with abilities that can get extremely strong over time, so it doesn't really make sense. I also think that blizzard wouldn't print a card that changes what boom bots are.
The thing is, this won't change that much for wild mill. They don't need any more ways to shuffle coldlight, they already have more than enough to beat control decks. What the deck is actually lacking is survivability against faster decks.
I think that you might have forgotten the hall-of-fame rotation, because you said that cards like baku and naturalize will still be in the meta. I also might be missing something, if so, let me know.
I don't think that this is a question of deck price, but just the nature of aggro and control. Aggro is common because its games are fast, and it is generally easier to play, not because it is cheap. Being cheap helps, but that is secondary. Additionally, you talked about the strength of low-cost cards being printed, but in general, blizzard has tried to print less and less of those. The thing is that a low-cost card doesn't need to be exceptionally powerful because aggro just wants to put minions on the board. That's why freaking amani berserker is being run in secret paladin right now!
Additionally, changing the costs of cards will only just make the game more expensive overall, because control will still run the expensive cards and then aggro would as well. This would also mess up the sanctity of rarity identity, which I think is very important.
The problem is that this new mode would just develop its own meta with non-homebrewed decks. It's not a problem with the game, there are just so many websites and resources for discovering what deck is best. Eventually, everyone in the new mode would just end up complaining about some other deck that isn't fair or too strong. Also, what is acceptable in homebrew? Would a simple aggro deck not be allowed because it's unfun? There are many inconsistencies.
On a side note, I do have a legitimate question? How do you know that the players you're facing are bots? I'm not trying to hate just actually wondering.
