Yes the deck is build around the weapon, the weapon is not your only win condition though.
The deck can work fine without, it does add a lot to the deck
The deck is subpar without the weapon, its a deck that limits itself to a real and impactful constraint to properly utilize the weapon. Without the weapon, your limiting yourself to that constraint for no reason, you're just playing a weird, passive hunter that has a lot of spells. You might as well play any other relevant hunter deck.
Is it worth crafting the weapon for this? I am not very impressed with it conceptually so I don't really want to craft it. I have been playing the deck without card to relative success.

The weapon IS the point of this deck. Its the reason why no minions are in the deck, even though it would be much better with them.

It occurred to me that this card could also be used in an OTK deck, similar to the one we had in the past with Raging Worgen. It seems balanced for this purpose too, I think a C'thun hybrid combo deck could be really interesting.

I designed this card to function well in two archetypes. This card, having Charge and Windfury, might breed a sort of hybrid C'thun-combo deck similar to raging worgen lists a while back. I believe this card is a great compromise, the warrior card Charge was nerfed because it limited design space, not to nerf the combo deck itself. This card allows for Warrior OTK to exist while not limiting design space. It's also a great card in standard C'thun warrior, as it can make two for one trades and provides health recovery.
Edit: I was concerned that this card still might not see warrior C'thun lists. To compensate, I added Windfury and made Lifesteal a condition that wouldn't need to be triggered to make this card still solid before your C'thun was given 10 attack.

No its not, fatigue decks have burst damage to finish off opposing control decks.

Here's my take on the competition. I designed this card in an attempt to push Quest Mage back into viability. What are your guys' thoughts on it?
