What they did with the change is twofold. On one hand, trying to make druid work for their late game win condition vs the hard control decks that could handle the big oracle-giants-ivus turns but got wrecked by Kaz, which pretty much strangled the meta and made control decks unplayable outright. And on the other hand, gave those decks a late game win condition that they have to pay deck building restriction costs for, as a win condition should.
That is not to say Kaz was the only issue, it's the ramp+consistency+draw+big threats that makes the deck so well rounded, where Kaz was just tech for control matchups with no realistic deck building cost, which is obviously problematic. That is what they tried to address while trying to favor minion-dragon decks to open up deck building options.
You blame druid, and you have a point in that the class traits ENABLE Kaz to be meta warping before and after rotation, but druid doesn't do other things right now, it's also Kaz that enabled druid both pre and post rotation. Easier to hit a neutral while opening deck building space than to nuke druid based on this alone. But yes, druid WILL eventually be hit again this year, once other things come up. The fact that starfish+battle master can find room in that deck shows the deck shell is too flexible in the first place.
