I like all of these ideas. My main pushback to this though would be that some of these terrible legendaries give us perspective on how far card design has come in Hearthstone. Some of them are also bad, but kind of funny memories - like when you finally hit the pity timer and it's Ozruk.
I think there's a really good underlying point though in your post: Printing bad legendaries is an issue. Team 5 has said many times that they want the player experience to be really positive/exciting when they see that orange glow around a card in a pack. When they print cards like Ozruk, this becomes much harder to achieve. I'm not saying that all legendaries need to be Tier 1, but they should all at least have a very unique and powerful effect. Ozruk and OG Hemet for example, just do not. Ozruk could be a common and Hemet could be a rare tech card nowadays.
