Again, just because it has a murloc tag doesn't mean you need to run murlocs.
It's a perfectly fine 2 drop in a dragon deck.
Did anyone seriously consider running Void Analyst in a demon heavy deck? No. Why would dragon decks want this one then?
+2/+2 to one minion is better than +1/+1 to all the minions of a certain tribe in your hand. And I'm not saying it's a perfect card, just judging this on "I don't want to run Murlocs with my dragons" is not the right way to think about it IMO.
You can get a 5/4 Faerie Dragon or a 7/5 elusive wyrm using this. That's pretty good.
Yeah, maybe it's a bad card, but the fact that it's a murloc doesn't make it a bad card. That was my point.
But I really don't think it's that slow, and it's not really that tiny. (2/2 for 2 is average). It's 4/4 in stats packed in a 2 drop.
And actually, having to tried to theorycraft a few dragon decks, there are a dearth of good two drops in dragon decks.

You run this in either a hybrid murloc deck that runs some dragons, or you run it in a dragon deck without any other murloc synergies.
+2/+2 to a minion, on a card that already has decent on-curve stats is actually purty good.
