Yes, Invoke works all the time, whether you played Galakrond or not.
Wow, holy crap. Seems almost impossible that Galakrond won't be good then, at least a few of em.
FWIW, this smells like a direct reaction to the game design of Legends of Runeterra, where you can have multiple copies of Champions, and there are ways to tutor out several of the Champions. AND if you already have a certain Champion in play, all other copies of it turn into a signature spell related to that Champion, and those spells always shuffle another copy of the Champion into your deck when played.
In essence, LoR wants to make sure you never have to go through an entire game without playing your build-around foundational cards.
To be fair, they've been trying to figure out a work around for these one-off hero card issues for a long time. Genn and Baku were an attempt at that for example.
It's why quests start in your hand.
I think this is honestly the best they've done in this respect, and in part I'm not even sure that THIS card was really necessary. The Invoke mechanic means at the very least you're getting off the hero power before drawing Galakrond, and there seems to be more than a few Twin Emperor-style cards as well.

I am going to assume you aren't kidding since there is a lack of "Kappa". Simply put if you build a deck around a specific card and assuming that card is good (which the Galakronds certainly seem to be) getting a card that fetches that specific card is the nuts. AND if you are already Galakrond the effects are nothing to sneeze at. Getting 14/14 worth of stats for 6, 8 of which have taunt is preeeeety good.
Also I am understating things a bit. This card is out right bonkers in all honesty.
