I mean don't get me wrong, you can generate a lot of value with it, it's just outshined by Rogue's other methods of generating tempo/value via Lackeys, Miscreants, and "add a card" cards.

From time to time, whenever I face Lackey Rogue, I see this legendary popping up, but it doesn't feel that broken as I have imagined at the start. I don't know if it was just me, but Zarog's Crown often times low-rolled for my opponents. Imho this legendary is still pretty busted, but there is a broken combo with Wondrous Wand that we don't know yet.
It's been either a win more or hail mary for me. You play it to get that absolutely crushing win, or you play it because you have no other outs and you need something fast.
There is a cool combo with Togwaggle's Scheme that I've seen Firebat running, where you Myra's, then Scheme your Leeroy, then Wonderous Wand and have a shitload of burst for no mana.

6-mana "summon a 5/5 and two random legendaries" isn't good enough for you?
Change it to the actual card text: 6 mana, requiring a lackey on board, granting you a 3 mana spell that requires a Preparation in your hand, and the legendary being a discover in a class with many legendaries you don't want to discover. And again, I'm not saying it's not good enough, but I disagree with people thinking this will break the game.
Lackey is a 1-mana minion, or 0-mana with Shadowstep. By turn 6, it's pretty easy to have drawn a copy of Prep. Togwaggle + Coin + 2 legendaries on turn 6 or 7 will happen more often than you think.
I really don't get the hype, that people already call for a nerf.
Not saying the card is weak, but Rogue is still by far the weakest class when it comes to survival, outside of shenanigans with Spectral Cutlass, and Togwaggle will likely not be played before Turn 7, if you even draw it. And even with Preparation, you have to hope for the treasure to work out as intended, whether you are aiming for Zarog's Crown or Wondrous Wand. There is a fair amount of randomness involved either way.
People talk as if you only need this card to win games automatically...

You chose your treasure, and what comes out of the treasure is random. You discover a legendary, or you draw one card from your deck multiple times, or your draw three cards that will get reduced to 0 or you pick the kobold and get random legendaries.
Either option may not do what you hope it does. It's far from "I win".

There's no way this is balanced. If it wasn't in Rogue, maybe. But in Rogue, there's so many dirty things you can do to manipulate what's in your deck that there is no way Wondrous Wand doesn't break the game wide open. Granted, if it was in Warrior with DMH, we've already seen what Dane can do with those, but in Rogue. Valeera, Brann and Coldlight are gonna have a field day. Don't care how much health you can get, that Fatigue is gonna hit you as hard as Hakkar Druid.

Well damn. At first I was only looking at the wand combos, but now I realise many decks can benefit from Heistbaron Togwaggle:
Tolin's Goblet can be used with Arcane Giant in wild or maybe with pogo hopper lel. Wondrous Wand enables combos as mentioned several times before. Zarog's Crown in tempo/mid-range rogue. Golden Kobold will probably see the least amount of play, but it can replace weak 1- or 2-drops so this is also playable.
Very good card, but cant overlook the lackey activator. This means the card is 8 mana in effect, unless you can count on a lackey sticking on turn 5. I think this card may lose out to some of the other villain cards as it might be too slow!!
Lackeys cost 1-mana.
