1. Not everyone knows how to build a deck for experimenting... Ohh wait. I mean like max 10% actually knows how to do that.
2. Experimenting costs a ton of money.
3. We have to wait 2 weeks to see if anything changes.
You are right but actually the real cost is time. I have no job and nothing to do, so I can experiment with things. I have just pre-ordered and had 0 gold when expansion hits and still can experiment and was f2p player until boomsday. Never bought anything before and what I only buy is boomsday pre-order and this pre-order. So I don't agree the "experimenting costs a tons of money" part.
TL;DR, The real cost is time.

Memedeck-seeker. Always tries to build new decks. Hates tournements, streamers, netdecks and poor-o players. ah, but a tournement mode could be great !!!
That is always how it works. I really wonder why people want to play new homebrew decks and expect to win against players who play to climb.
Because everyone's needs are different. Some feels successful while climbing ladder, some feels better when they discover viable decks, some feels happy when they succeed a meme, Some feels proud when they beat meta decks with homebrew ones.
This is why there are every kind of cards, memes, OPs, trashes, etc.
One way or another, there will be always whines which are right or not. The fact is that All will be enjoyed at the end of the day if they really likes to play.
Edit: And for the OP;
The experimenting players are less than you think and if you are on 10+ ranks you will not probably see them because they are losing ranks while experimenting decks and meta decks continues to climb.
and also, you can't expect people to try new things in brawl while its fee is much and reward is nothing under 5 wins. So, of course people won't play experimenting decks.
Look my signature, I always experiment with decks, even on the stale meta, even before a new expansion which is about to release in a month and I never netdeck. Even I am playing this game like that, I am searching some successful brawl decks to evaluate my free brawl ticket and then, I never play brawliseum's with my real or in-game money. So it is intelligence like some other guys on above said. ;)
