The card is good exclusively in Zoo should goes without saying. 4 minions on board doesn't actually translate to "I win the game NOW!", if you are just having a bunch of 1/1 soldiers/imps/snake tokens. It is good if you need to break a taunt, or just goes past a taunt wall and just 4 damages in the face. It is a battlecry, so effect-wise compare this to a Fireball and you can see how powerful this card can be. It's versatile, it's simple, it's effective, and it works towards the goal of zoo decks. I don't know what the complain is about. The 4 minions requirement is just something you will have to live with.
Now, is the card OP? No. First of all, why do we need to find the Dr. Boom for every set? If the set is filled with situational cards, then there is close to zero possibility a Dr. Boom equivalent will occur, which we are seeing in TGT, where almost no cards is a brainless auto-included. We have live under the shadow of Dr. Boom for so long that it actually stifles creativity on the 7+ drop slot. If Blizzard succeeds in creating a Dr. Boom-free set, I am more than happy. Will the card be the next Dr. Boom? Can't really write that off, but I would probably say no. It's situational, and the battlecry is not a sure-fire.
