I'm a new player who is pretty good at arena (ignoring my first few attempts, I have like a 75% winrate). I can generally draft as much as I want, but it seems as though my collection is growing at a really slow rate. I have 5 Epics: Kidnapper, Sword of Justice, 2 Faceless Manipulator, and Brawl. I also have zero legendaries.
For someone who is fairly good at arena and has been playing for a few weeks, is this normal? And if so, how long should it take for me to be able to build competitive decks? It seems like it'll be forever before I can compete in ranked play without a disadvantage, though I could just be getting somewhat unlucky.
Yeah, given that I can't buy specific cards, there is absolutely zero chance of me spending money on this game. The cost of buying enough packs to be guaranteed a playset of everything is astronomical. I have been doing the arena and quests, it just seems really slow. Wish the Arena rewards were a little better for 9+ wins (being able to keep the deck you drafted would be a great prize, just saying).
Don't see this as bragging, here is my data: - spent money on the game, which I feel comfortable with: 3x 17,99 for 15 Boosters ea. (over 3 months) + 1 Arenarun (pre wipe for golden mekkatorque) - having around 1.000 Gold; I loose hundreds on some days, and gain hundreds on others; only bought a few packs for gold; kept gold to play arena safely - doing dailies on the fly in arena, but I never select a class just to complete a daily; I mulligan dailies of class combinations I don't like - don't play much constructed (ranked rank 8, but didn't bother much climbing even more) - slightly less than 70% winrate in arena in general, depending on class up to 80% and as below as 50% - running 12-0 and 0-3; I'm not a constantly good player
Since the wipe I finished a complete collection of nongolden cards; and working on getting some more golden cards. I dusted every abundant multiple to acquire a full collection, but didn't dust anything since then, except for changed cards.
I had a bit luck for getting the same golden legendary three times, which reduced the amount of legendaries to fetch by two.
My wife plays way less than me, but usually better. She doesn't have a complete collection, but shares the same data like me (with a higher overall winrate). She has all the interesting cards for her decks, though.

People have been spending 10s of 100s of dollars on packs and have gotten cards this way but other than that play constantly and do arena and quests.

If you want specific cards, um, craft them?
You must have a crapload of dust if you have that many 9-x wins. Surely enough for a legendary and an epic or two!
