There are a lot of fun cards that are not played because their power level is much lesser than the power level of "popular" or "staple" cards. This should be changed, so players can experiment with not so good or quirky cards by adjusting matchmaking in casual only to face same strength decks.
Again, I repeat this should not be done in ladder or arena where you play for rewards, only in casual where you play for fun.
Blizzard should at the end of day/week/month count the appearance of all cards in winning decks. This should be done easily from the data they have. For example, Jade Idol apppeared in 10 000 000 winning games (the numbers are probably much higher, this is just an example) so the Jade Idol point value is 100 until the next calculation. (I divided the number by 100 000 just to be nicer) On the other hand, for example Ultrasaur appeared only in 500 000 winning games, so it's power value is 5 until the next calculation.
When creating the deck, each player will see the strength score of his deck (the total of all cards in the deck). So, the Jade Druid/Pirate Warrior will have deck score around 2000 points, fun or meme decks will have point score around 500 points. During matchmaking, only decks with similar power score will be matched together, if possible.
This will provide following benefits: 1. You can experiment with fun decks without stomped by tier-1 netdecks in casual 2. Players will be forced to replace most common cards with unplayed ones to get the power level of their decks lower 3. Players still can play tier-1 optimized netdecks in casual and it will be a rewarding experience because they will not encounter decks they can beat without a thought.
I would like it if there was a mode like this where a 'fun' deck gets auto-matched against 'fun'.
One other idea I have is inspired by how battle.net works for WC3 and SC. I think it would be fun where you can go to a waiting room where you can choose to play against someone who has a deck that you want to go against - and they have to accept your 'challenge' and the deck archetype is interpreted by the server automatically without giving too much away about what cards u might have (maybe there is an indicator there of how many legendaries you have).

Interesting idea it would certainly make doing quests more enjoyable but it would be a lot of work to implement.
