Alright so I've been thinking about this for some time now and i think I got most of it worked out.
Legacy mode would be a third format added to hearthstone. Each season certain sets (adventures and expansions) would be legal in this format. For example Goblin vs Gnomes and Un goro. In general the basic set would be always available to allow classes to have some base to build off of. There would be no limit to how many sets would be available in a season (for example it could be every set except TGT) but in general at least 1 expansion would be used to offer a large enough card pool. Otherwise this functions like the other formats with a casual and ladder mode.
I mainly thought this up as a way to play with decks that don't work or would be really bad since there was better cards out there. It also might allow for people to go back in time to old metas and play decks from a time you couldn't play now or simply to play in unique metas that couldn't happen otherwise. So I ask would you play this mode if it was added to hearthstone? I'm curious what others think.
I think natural selection applies to the expansions and adventures, such that Wild players just reject bad cards and use good cards from each expansion. Because of that, making people use two different expansions instead of being able to use all of them is pretty bad because most expansions don't exactly synergize with each other, moreso synergizing with themselves. Not to mention that people took up Hearthstone at different points in time, such that some seasons people wouldn't be able to play at all because they have none of the cards from those expansions and they are no longer available.

I personally think standard and wild is more than enough.
I think modes such as 2v2 would be better to implement, instead of another format.
