Your card must have an effect that is related to either your or your opponent's starting hand (i.e. cards replaced in a starting hand, cards kept in a starting hand, cost of the cards in a starting hand, etc.).
Your card must give you a token, that gives you another token.
The tokens created by the card must be of your own creation.
Your card should not necessarily be powerful on it's own, but the tokens or the effect created by the tokens should be.
Your must be so unique that if a deck contains the card, the deck is most likely build entirely around that single card.
The only example of a card of this type is Elise Starseeker. Where as the card itself has pretty standard value, the effect of the tokens is completely unique.
