Not a bad card! I would love to see this with the Maraad legendary I saw earlier today that drew a card every time you used your hero power. More Draenai, more synergy! I think having taunt on it though is pointless, and somewhat harmful. I would say get rid of the taunt and make it a 3/4. GJ man!
I'm not sure why you're so afraid of this cards ability. You can use your hero power twice per turn, its gaining you tempo maybe, but a Piloted Shredder gives you a significantly greater amount of tempo than two Silver Hand Recruits. You're still paying full mana for each hero power, I think at 3/4 it's a perfectly balanced card. If it wasn't a 3/4, it would likely never get put into any decks. It would be too slow for midrange and Controladin is too slow for the meta.

Since im mostly arena player i tend to look at created cards from arena perspective as well, and this would be just bonkers, most of the time it is super annoying to clear the one guy every turn, now to clear two? man ... :D
These things are true, but even then it's an Epic, and those don't pop up very often. When they do, you aren't guaranteed this card. I stand by my opinion that it would be balanced.

I gave it taunt so that it is board affecting, and not just a vanilla 3/3 (should be 3/3 for 3 with such an ability). If you play it early, you are aiming for the taunt ability to gain some value. If you play it later, you are opting to flood the board and have someone take the blow protecting your newly recruited tokens (in time for the Quartermaster to buff them).
Also 3 Mana is crucial, because its ability will cost you 4, giving 2 plays in consecutive turns effectively (3rd turn Aldor, 4th turn 2 recruits and so on).
To be honest, I never thought of Arena when I am thinking of card ideas. Probably this is too good for arena, but then it's a class specific Epic, making it quite unlike to meet.

Definetly not 3/4 for 3 mana with such strong ability ... taunt is counterproductive that much i agree, but 2/4 is already pushing it ...
