That's an interesting card and a similar card might finally solve Hunter's problem with a lack of good 4 and 5 cost minions. However, this King suffers from the same issues as the current Hunter legendaries- it's too slow for Hunter's playstyle. It isn't really a 5 drop, since you never want to drop him on 5, since it'll just get removed and you'd have spent 5 mana on a 5/5 that did nothing, at which point you're better off playing Stranglethorn Tiger.
I believe you designed this card with Alleycat/Unleash the Hounds combos in mind, however those are too slow for Hunter. On T6 you want to be dropping a Savannah Highmane or controlling your opponent's board and on T8 you should already be going face with Midrange Hunter's strategy, meaning the game would probably end way before you get to use your Carnassa's Brood. As most already existing hunter legendaries, it's interesting and would be great in another class, but falls victim to Hunter's class identity.
Have you thought about making the King a Druid card, beast druid could utilise it better than hunter.
Carnassa is more of a Hunter thing. Also, Druid doesn't have any Beasts other than Turantus. Druids transform into Beasts. It suits Hunter more flavor wise. I made it cost 5 mana cause 1 mana 3/2 are great value. They are good early on and bad in the late game but Carnassa's Brood are free because they cycle themselves. So, you don't miss your regular draw.
