I am pretty much a new player - played for a few months in 2014 and returned last month. I bought both the Boomsday pre-order bundles and currently have all rares, 60% of epics (considering having both copies as 100%) and 16/23 legendaries. I also have about 6100 dust.
For the Classic set, I have about 55% of rares, 27% epics and only 3 legendaries (ie < 10%).
I have been going about my collection like this:
When buying packs with money, I am going for the Classic set. If I play the game for a good amount in a week, I buy the $20 bundle - this way, the spending is manageable and there won't be any future regrets if I stop playing the game as I am spending only if I am playing enough. No legendaries in the last 30 packs though - I guess Boomsday used up all my legendary luck!
I already got the guaranteed legendary from first 10 packs for all the standard sets.
When buying with gold, I have been getting the Boomsday packs. But now, it seems as if it would be better to go for Witchwood packs - I am mostly getting duplicates from Boomsday packs.
I don't want to buy any packs that will rotate out next year - it might not be a good decision in the short term, but I think it will help me out long term. For now, I am anyway just having fun with different classes and decks.
I also want to move towards spending my gold on Arena, but I am scared that I will just suffer losses in terms of rewards. 3 runs and all have ended at 2 wins, plus 3 wins in Brawlesium. Should I just forget Arena for now - I am having fun in all modes currently.
Am I doing it right, or is there a better way? Any and all suggestions are welcome. The amount I am spending is within my gaming budget and I will admit that the RNG aspect of it is a bit appealing - never let me go inside a casino please!

The short answer is this years sets which you already say your doing. At this point in your Hearthstone journey focus on long term collection building.
I think you're spending enough to get an awesome collection in a somewhat short term. I haven't read IDBY's post as I don't see signatures on mobile, but here is my quick advice:
- Use pitytracker.com to track your pack openings. It isn't that long with the batch opening option and is useful if you are close to the pity timer near a new set
- keep your gold for arena. It's much more efficient dust-wise and if you watch a few streams and use tools, you'll get a 5 win average in no time - which is more value than buying your packs straight. If you don't feel like paying arena now, just keep the gold for when you feel tired of standard, it's fun to switch from time to time
- Unless having full collection is your goal, stop buying boomsday packs. You'll get some from arena and you'll be able to craft what you need from other sets
- With money, concentrate on classic until you hit the pity timer. Then if you have most rares, you can go to Witchwood until you hit the pity timer. If then you have most rares from Witchwood, do what you feel like depending on which set you miss the most epics from. Chances of you getting the lexact egendaries you want from a set are slim, it's better to use dust than count on luck to get them
- Since you're opening a lot of packs, never disenchant until you're sure you won't be opening packs from that card's set, otherwise you might just open it again

About Arena - I have my doubts about the 5 win average in no time part. How can you be so sure? How long does it take to reach that level? I know that the answer to that isn't fixed, but maybe you know others who have climbed?
As recommended, I am proceeding with the following:
With money, purchasing classic packs - a 15 card pack per week if I play a decent amount. No play, no purchase! In my currency in Google play store, the number of extra packs you get for 40 packs vs 15 packs is very very small anyway.
With gold, buying Witchwood packs.
Occasionally buy arena entries - once I gain confidence to get at least a 3 win average, I can move most of my gold spending to Arena entries.

Dust does not burn a hole in the jar. Be careful what you craft, especially before and right after a rotation.
