According to new expansion announcment and new rule of not getting duplicate legendaries:
Though you risk your soul merely by entering Icecrown Citadel, the Missions will cost you nothing! The rewards for braving them, however, are enticing indeed: after completing all the Missions, you’ll receive a total of three Knights of the Frozen Throne card packs. Completing the Prologue mission will also add a random Legendary Death Knight Hero card to your collection!
So my recomendation is:
If you want more death knight legendaries in your collection - first spend all your gold/dust on buying card packs, and then complete all missions. That order will statistically provide you more death knights.
If you want more regular legendaries in your collection - first complete all missions, and then spend all your gold/dust on buying card packs.
Note that there will be only 9 death knights comparing to ~13/14 regular legendaries, so if you want f. e. 2 death knights and 2 regular legendaries, you actually should assume that you want death knights more, to increase chance of getting something useful for you.

It might just be paranoia on my side, but I see a potential issue with this recommendation.
From the announcement wording, it seems the DK card for completing Prologue doesn't come from the three KotFT packs for completing all ICC missions, but rather is just added to your collection.
Under the new rules, we are guaranteed no more duplicate legendaries from packs, but AFAIK there's no such a statement about legendaries obtained in other ways.
So if you first open all your packs and then complete all the missions, in theory you might risk getting a dupe legendary from the latter.
Consider this extreme example: I'm Krripparriaannn and going to buy 2000 packs. I open them all and get all legendaries. Then I do quest / mission / prologue / whatever the name of this event which gives me 1 guaranteed legendary death knight hero card. But I've already got all legendaries from opening packs. So... If you want more death knight legendaries in your collection - first get one free, then open packs.

Nice catch, maybe they will clarify that. Or give refund dust later if any one gets dups.
Strangely enough they are testing a similar change in Overwatch on the PTR - as it apparently needs testing? Hopefully it works as advertised for HS (though its limited to Legendaries for HS whereas for OW its no duplicates of anything)

U cant know what happens when u change priority yet.
