Kripparrian once theorised that any potential "casual" mode will stay fun for as long as there are NO tangible rewards for winning. As long as there is no win state people won't bother mid-maxing for the sake of "winning" the game (mid-maxing for the sake of personal satisfaction is absolutely OK). Even such trivial stuff as daily quests incentivise people to use the most optimal decks (see: net-decks in casual or net-decks at rank 20). So, maybe the best way to keep tavern brawl free from net-decks is to disallow quest completion in that mode?
