Yup. He's sarcastically known as Dr. Balanced for a reason. Oh yeah and BGH is a pitiful counter...you are left with two boombots to deal with (which will eliminate BGH guaranteed with their 1 attack each, plus wreck whatever the rest of your board is or potentially hit you in the face for 8 damage). Bear in mind BGH is the so called HARD counter to 7+ attack minions. Lightbomb sucks too, you possibly have to hurt your own board, and in addition you take boombots damage also...for a 6 mana spell. Every counter sucks balls against Boom, you lose out every time.
So yeah tone it down. I have him, and for others who do, if you like fighting handicapped people (people without boom) go ahead and keep supporting how he is perfectly balanced and there should be more auto include 7 drops or that being legendary excuses it.

If it is nerfed, this boring auto include will get you 1600 dust to craft whatever you want. So what is the harm? It isn't like some strange quirky niche card that a whole deck is built around. It is just an awful auto include you throw in anywhere.
Loatheb is neutral, can we make him a 5/20 then? How about making Mind Control Tech a 4/10? Can we make Boulderfist Ogre a 6/30 who is immune to spells/hero powers?
Yeah being neutral doesn't make a card exempt from balance.

So what Boom should with one card wipe an opponent's board and put a 7/7 in play? Yeah totally balanced. Downside, only if you are really dumb. Yeah maybe a taunt when lethal is staring at you is better, but please....that is not a downside.
He is a 7 drop even in aggro decks that normally wouldn't run him, cause he is insane. Not cause 7 mana is so barren. People stretch their mana curve to 7 cause of Boom.
BTW Sylvanas is still considered a tier 1 legendary. After Boom she is one of the most suggested #2s. Maybe Boom should get the same treatment, at 8 mana he still would be very strong.
There is no answer. No good answer at least. All answers put one at a substantial disadvantage.
About the boombots. They always do more than 1 damage, cause they have 1 attack. So they always do at least 2, on average 3.5 each. Oh yeah and there is a 7/7 body on the board as well. So in it's worst case it is great, in it's best case it is amazing. So zero downside.
Just going to comment on the removal options, they are all very poor. Shadowflame requires a big minion on board for a 1 card removal. Brawl is not a 1 card removal. Twisting Nether destroys your own board as well, and the boombot damage will hit your face (enjoy the up to 8 damage). Lightbomb takes your whole turn (6 mana) and again you eat face damage.
All the other options are multiple cards, that still put you at a loss, and all to deal with one card.
Also in your other minions that have value comparable to the best 1 mana above cost. You list Piloted Shredder (4 cost) and then Loatheb (5 cost). That already contradicts.
All the sticky minions you listed are all deathrattles that can be silenced therefore making them a poor play. Savannah Highmane a vanilla 6/5? Even Lord of the Arena is better since it has taunt. Boom is a battlecry, the 3 bodies are there immediately..again no way to counter efficiently.
Boulderfist is the best 6 drop statwise, and it is 6/7. War Golem is 7/7, so even if it isn't worth 7 mana (if it was 7/8 it may be) it is definitely more than 6. Look at Venture Mercenary and it's massive negative effect as well as one less health to see that War Golem doesn't belong in the 5 range at all.
As for the 8 mana thing, again even if it isn't outclassing a few of those 8 drops even being comparable is a problem. Bump Boom to 8 and it is fair if we take your assessment of Boom being comparable to the best 8 drops. Even by your own calculations you are puttting it at 8.5 mana. So again shouldn't it's cost reflect it's value?
You are also talking about a subjective thing as to (would I play it or not). That isn't how Blizzard usually does it's calculations. The balance the statline along with the effect(s) of the card. Some have a negative effect like Hungry dragon, so it being overstatted (5/6 essentially a 5 drop of stats) is fine. One's with positive effects suffer in stats. An example of this is Loot Hoarder. A 2/1 which is a statline of a 1 mana minion, to make up for its deathrattle which draws one card.
Even if you believe that it is not unreasonable that a 7 drop be comparable to the best 8 drops if not outclassing them, surely it is more reasonable if it costs the same. So would a nerf to 8 mana be OK?
As for the boombots they are slightly better leper gnomes. Their death rattle deals an average of 2.5 damage, but unlike leper can hit minions which is much more valuable. They are mech also which counts for something. All this more than makes up for having 1 less attack. I would value each boombot at 1.5 mana.
So is a 7/7 body worth only 4 mana then? Another thing to consider is there is a penalty costwise when multiple things are in a single card. Many examples of this I won't list them here.
That boom is better than any 8 drop proves a lot actually. Cards are balanced by their mana cost. Higher mana minions should be better not worse. That is how the game is designed, except for boom of course.
Game is also designed around play/counterplay, again except for boom. Card with no answer that doesn't put you behind.
Those other 7 drops mentioned work well in specific decks. A good thing, it encourages deck building. Boom a super powerful card that can be dropped into just about any deck does the opposite.
A war golem that summoned 2 wisps, would anyone play it. Maybe combo druid or bloodlust shaman.
